From what I gather it's showing the time in the local computer timezone (e.g. GMT -6 where the user is logged in from) even though the user's Splunk preference is set to GMT -5. I do not want to show the time in the user's timezone but rather in GMT -5.

It's much more strict than Splunk's forwarders and indexers! You need to use strptime ()/strftime () to reformat if necessary.
