It's kind of like the spell substitution wizard thesis in that the outcome of having it can be achieved by means of having better prepared for your situation at hand, so it's prime function is as a safety net for if you feel like you need it, not as a reliable go-to method of "buffing" your performance as a caster.

The only item to my knowledge that can situationally increase your chances is the Shadow Signet, which allows you to target a monsters Reflex or Fort save instead of AC when making a spell attack.
