There's nothing INO is specifically good at, you can make him whatever you want him to be. The main thing is all of his stats are 99, he truly can be made into anything. tbh just do anything. Grind Levels (persona levels do factor into hit rate and damage) Grind Skill Cards in shuffle time or spend time. There is no secret, fuse izanagi for a better persona. Izanagi is made to be a pretty bad persona so that you fuse him, anything that is related to him story wise doesnt require him on your persona list, so fuse him away. As a general rule of thumb - you can and should fuse any and all Personas for higher level Personas.
