You get +1 from the Ninjutsu tree, +8% elixir efficacy from Onmyo tree, and +n from kodamas (depends on how many you have found and guided back). I currently start NG+ missions with 9 elixirs because I got all the kodamas from my first playthrough. Personally I run a ninjitsu build with a kusa and use feathers when stuff gets difficult.

For accessories, the max is just 4.9%. In total, I think the max untouched onmyo you can get 51.8%. That's if you've managed to get 4.9% on all 5 pieces of armour, max the familiarity so that goes up to 5.4%, then rolls 4.9% on both accessories, and used the Genmei set for the 15% bonus with 5 pieces equipped. Most will use yasakani to max get extra ninjutsu power from Iga set. You can also add untouched ammo so you can spam bullets/arrows before you get into your Kunai. My character has 56.1% untouched ammo on top of the ninjutsu. You can't endlessly spam everything but you can blast through everything between shrines with all this fire power. Odachi wants stam and strength which do nothing for rifles and ninjutsu. The game doesn't really need you to min max though so you can be proficient ish in everything and still do just fine. I still stick to it because there is Sloth and Weakness on Ninjitsu hit in the game. You can tell they knew that Ninjitsu sucks when you have to add that kinda stuff to make it viable. Nekomata is good guardian for ninjutsu, but for shadow arts, Feral type has slower cancel speed so phantom type is useful for high dps. If it is dificult to get anima bonus ninjutsu at gozuki, you can use 1 oni-bi, gozuki, and any soul core has ninjutsu bonus option. And, yes i use takigawa clan. Each time a meter fills, you get a skill point. Damage enemies with Ninjutsu or Onmyo abilities to level those up. You can also level them up by using a buff/debuff and hitting an enemy while the buff/debuff is active (doesn't matter what you hit them with, just so long as it deals damage).
