We have 9 3020-4020 tractors and they all act as you describe.We just live with it because after 1 minute all the hyd. work fine,part of farming with 40-50 year old tractors.I don't start in the mornings like I did 25 years ago either.LOL. You can do this behind the dash by taking off the hood cowl (I think that's what it's called). It has a threaded end so it can be shortened.

Now remove the 2 or 3 nuts holding the pump down & pull up..
