Naowh's pack is very good for people getting started with their UI. His Weakauras are very uncomplicated, his UI elements are big enough to be seen, his personal font is very good, etc. My overall recommendation is to get Naowh's pack, and once you're used to it start tweaking it to your specific needs. If you setup one for each spec it can copy across toons too. It does also work with talent loadouts, gear, etc too. Found an addon called Button Forge. It will let you create new action bars that look the same as the WOW UI. I just created 3 new action bars with this addon and disabled those bars in WOW UI.

Check out SavedInstances, you can set it up to track whatever currencies you want. Also tracks things like m+ and raid lockouts but you can turn that off if you want. One of the main difference between Tukui and Elvui is that Tukui is designed around Blizzard default UI, whereas Elvui goes along the same premise but with a lot of extra features already built in (take the GUI for an example).
