No. That clutch set up on that machine is a loose belt. However, if you are in Neutral, and the clutch is spinning fast enough to engage it, then yes it will turn the belt. Ideally, the belt should NOT be turning at idle. I already replaced the nylon bushings that are part of the clutch.The Primary clutch has weights and pins that can wear and likely why some suggested the primary as a likely source. Considering you only have the primary, secondary and belt. It is likely coming from one of the two clutches, so you got a 50% chance of getting it right the first time.
