It really depends - you could use occult affinity and use the ash of war called seppuku (which adds a large amount of bleed buildup to the weapon) occasionally, or you could just set the weapon to blood affinity and save yourself the hassle of buffing it all the time (but have a lower AR). It's a personal choice based on your playstyle.

Rivers is only good for its art. The weapon art and reach make up for the lower stats imo. For godskin in particular id use peeler + any other bleed twinblade and rely on jump attacks for the 4x bleed procs. Elenaors polearm springs to mind. I usually dual wield, so went with the Godskin Peeler and another twin sword in my off hand, the combos are good, and Bloody Slash is pretty nice when coupled with the demigod ashes.
