Oblivion can be very finicky to mod. My suggestion would be to take a look at Bevilex's Guide. It takes a lot of time (and sometimes frustration) to mod Oblivion successfully, but the results are very much worth it. To me, at least, Oblivion has always been the diamond in the rough; mods make it really shine.
