You need to measure the actual resistance of your PTO winding with an ohm meter. A good winding will measure in the range of 3.4 to 4.9 ohms...but a shorted or partially shorted one can be much less and draw excessive currents. Usually this results in either blowing a fuse or tripping the circuit breaker.

JD used 2 brands of electromagnetic clutches, but they are retained the same way. The Ogura clutch had a higher failure rate.
