Estoc has more length, shield piercing effect, and a special R2. It may not have as much counter damage as the Rapier, but Dex scaling is hardly ever useful, so the Estoc can get a little more oomph with its higher strength scaling. The Estoc has more synergy with the stone ring too, allowing for it to be better at stunning than the Rapier.

Raw weapons (like fire and deep weapons) just raise the base damage but don't give you damage bonus depending on your stats anymore (the scaling). Other infusions change on which stats and how much damage bonus you get.
