15k or so on a 3.25 M target dummy should be easy to obtain at level 75. Especially with a tactical and set bonus. 18 to 20k is good dps. 22 to 24k is great dps. I may be biassed, but 15k on a dummy seems very low to me. Most people should be able to pull at least 18k if they have set pieces, and tacticals.
