Above the Power On option on the left (holding F to look), there is a option you can select called "enable systems" or something worded like that. It's a bit hard to see so you have to kind of just look around holding F in that area. The closer range allows for more consistent accurate readouts by using the same scan as the mining laser. It's broken. I doubt they intended to remove radar signatures from ping scans. Mining is severely affected as you're unable to identify the type or quantity of deposit unless you're at it.
