I've found a grand total of 2 propane tanks so far and I'm about 1-2 months into this current playthrough. It feels like I'll run out very quickly unless I use the torch very sparingly and, if I do, I won't be able to level the relevant professions very much.

Turning on loot respawning would not allow propane tanks to respawn in grills. It would be as if the loot in a car trunk would respawn, which doesnt happen. I dont think you can mod in respawns for individual items, the best solution there would be editing the game files/modding to increase the spawn rate itself.
