Basically it lets you get a regular 2nd level class feat instead of spending it on a multiclass feat. It's more limited since you can't use it for non-multiclass archetypes but is generally going to be valuable. There is no general rule about temporary item costs; you're not using the Craft activity, so there is no general rule that you pay the cost, but you are getting an 'item' and there isn't really a specific statement that you can get them for free. Your Key Ability Score, as a Thaumaturge, is Charisma. That means you definitely want a +4 in Charisma, from character creation. Now, as a dwarf, you have a Charisma flaw, so a -1 modifier (as dwarves get +1 Wis, +1 Con, +1 to any attribute, and -1 Cha).
