My answer: I used to own a guild and be in a guild that sought to upstage the flagship all the way. Unless you have several max characters that have max crafting skills and a butt-load of crafting materials for PART of ONE upgrade, it will take multiple people, and hundreds of millions of credits. Yep you can. Our guild had to do exactly what you're describing. The GM has to be inactive for 30+ days. Then the highest ranking active member can put in a help ticket to ask for promotion to the GM position.
