This is the same "weasel" problem I've been having when equipping loadouts. The best way I can recreate this problem is to switch from currently equipped [Aspects AB and Fragments 1234] to a Loadout with [Aspects BA and Fragments 4321]. The Loadout system has trouble moving both Aspects and Fragments around at the same time.It bugs out sometimes, my mods do change with loadouts but it does glitch out, my arm piece wouldn't change or helmet mods. I’ve literally never seen it not save armor mods exactly as inserted for multiple sets using the same armor over a few dozen different builds. If it’s not working, it’s not working inconsistently.
